The budget also adds eight new positions, in addition to the six added in the March 1 budget proposal. The newest crop of positions include two Housing and Community Development specialists, two planners in the Planning Department, three facilities maintenance and service workers in the Department of Parks and Recreation and one account clerk for Mass Transit.
Kenoi's March 1 budget added one new land use plans checker and five parks caretakers and recreation personnel, to help care for the many new parks under Kenoi’s tenure.
Eight new park maintenance crew -- over half the new hires (paid for with higher taxes).

ask some hard questions about response times in Puna
Puna District is about the same size as the island of Oahu.
Oahu has over 1900 police officers, and a well connected grid of streets and highways.
Pahoa & Keaau have perhaps a dozen officers? Or a few dozen officers? How many are on duty at 1:30 AM? Very few roadways, some not paved.
There are more domestic disputes at night than you can imagine, probably reported in this sequence:
1) Somebody hears shouting, but waits to call 911 until it sounds like things are getting out of control.
2) Call to 911. Operator tries to determine severity of event.
3) Call relayed to patrol officer, who needs to determine severity of event by the 911 operator's description, and possibly prioritize if more than one call is received at a time.

Anyone know what pahoa means?
Our county's continuous fight against marijuana coupled with a recent rise in hard drugs like ice, heroin, prescriptions, and meth have also brought more gun violence, jmo

pahoa means dagger or knife
Mahalo for the reminder jlgerk, no need for da many guns around pahoa these days, jmo.
Maybe guns shouldn't be allowed in homes with Minor's? As to avoid multiple murders like this one or tragic accidents that take precious youth from us all to often these days.
Would more folks be willing to put away or abandon their guns for protection, if they had more trust within the current home security options that are available, or local judicial system procedures?

The guy was a fruit cake period.. he was going to kill no matter if by gun, knife, strangulation, drowning etc.
For some warped reason he thought he had to make a point about something he was delusional about.
So very sad.. feel for all the families involved.

Yes,, a higher population requires more police officers.
Even with a greater number of emergency & non-emergency calls on Oahu, the arrival time should be much faster.
Imagine a map of Puna size by side with a map of Oahu. Now place a pin in each map for every patrol car. The Oahu map will be filled with pins, the Puna map almost empty. The distance between pins will determine response time.
