Add to the mix, Hawaii state is reporting a $1 Billion surplus. The last highest surplus was under Abercrombie at $844 Million. Just like everybody else, oil being half the price of two years ago is ending up with lower electricity and transportation costs. Hawaii is on good track to keep increasing surpluses for a long time. But, as you will note in the article, the one part not in the General Plan is make state and county workers the highest average pay jobs on the islands.

1 billion divided by 1.3 million population is $769 per person. That would be a real economic stimulus if we got our own money back!

State has well-documented accounting strategies wherein the money is "moved around" so that it "doesn't count" under the various rules and laws.

The unsubstantiated rumor is that $1 billion surplus came entirely from canceling the Kea'au-Pahoa Shoulder Widening Project. The completion was estimated to cost $160 million but that didn't include the bribes and kickbacks to Hawaii county roads, county council, mayor, and local construction companies, which was $840 million. Wouldn't those surfboard purchases be made on the pCard with no receipts needed?

Yes, and if we could spend our own money, most likely a high percentage of it would go to local, or locally operated businesses who would then need to hire new employees. Some of the newly employed might have been out of work, and when they receive their first paycheck they would go out and buy more local products and services... and you can see where this is going.
Instead, much of that money will remain in the hands of government officials who will create more government jobs, so when I walk in to a state or county office building I'll get to watch even more workers behind the counter looking like the entrance door contained a concealed "random" or "shuffle" button.
