Chuckster, No "State" pays for school buses, as that is a school district item...
I have lived in 7 different school districts in my life (6 in Illinois & here), all had some rider fees involved, & an ID card for the riders (even over 50 years ago)
One of the problems I heard from parents when I was Sub teaching here is that, though the per ride fee is fairly low, there is a lump sum that needs to be paid, & many families that have enough income to not-qualify for the free rides, have a hard time coming up with that.... & so they drive & sit in traffic & at the school, usually at a far greater cost per day.... It would be nice if there was a way that would work here for time-payments, but I am sure there would be many problems... including how to stabilize the ride schedule...
The school bus system cannot be expected to have a week by week variance on the routes (if you were here when the HeleOn bus was free to all & then free for school children, there were days & routes that would be packed one school day & pretty empty another... (Yes, I rode it most every day, before, during & after the fare changes))
