That is a completely lame and unbelievable excuse. This is a prescribed standardized training program, there is nothing for the new director to get "up to speed" on, unless he has such a big ego he has to reinvent the wheel, just to get his finger prints all over it.
To allow volunteers' certification to lapse because of a long scheduled changing of the guard at the top means those new people at the top place no value on the hours and hours those volunteers have to invest to be certified. This is a very bad sign for what we can expect in the future from this administration if they can treat the CERT volunteers so casually, as if their certifications and experience are just easy come easy go.
