30 years lease ... allows the lessee time to recoup expenditures for improvements and needed infrastructure such as roads, greenhouses and water lines.
Whereas those who purchase fee-simple property need not invest in roads or water lines.

Tax dollars might be better spent by using Shipman land around Keaau. Just a (friendly) talk should get those folk on board.

Food security is a noble goal, but do we really want to compete economically with third world slave labor, under first world taxes and regulations? I think the only ways Hawaii agriculture will take off are skyrocketing transportation costs, or elimination of free trade.

somewhere down the line, you will see things that appear to play a role in how Hawaii operates, albeit in a much less significant way. This is where you find Agriculture, Hawaiians, TMT, etc. The people who are passionate about these issues will beg to differ, I'm sure. But in the grand scheme of things, this is just the way the new Big 5 would prefer it. Fight each other over the TMT and keep most folks distracted from the march larger enterprises (listed above) of the day. This is just the way Hawaii works my friends. Love it or leave it. Ag parks will be nice and provide relative opportunities. Much of the efforts however will be symbolic at best. Not a reason not to do it though. The land area Russell is proposing is gold for agriculture. Politics ahoy!
