County is going to claim "not our kuleana" because DHHL land is "magically" not part of the County and therefore not subject to County jurisdiction.
Nothing fraudulent here, move along.

Wrong. The counties building codes and zoning still apply.

It may become necessary to have this explained to County. I am pretty sure their first response will be "out of our jurisdiction" -- never forget, it's their interpretation of the rules that matters, not ours.

Mayor Harry Kim told Hawaii News Now the county doesn’t know who built it so the property owner, the Department of Hawaiian Homelands, is responsible and could be fined more than $1,000 per day.
Kim says he spoke to DHHL Chair Bill Aila about the issue.
"I said it is your property. It is an illegal structure as far as we know," said Kim.
In a letter to Aila on Tuesday, Kim said, “Ongoing violations and failure to comply will be referred to DHHL after the county has exhausted all remedies short of pursuing legal action to address the violation."

DHHL will claim the County rules don't apply to them because reasons.
Note also the article is from 9/4, so that's ... let's see ... carry the 1 ... 3 months without a response from DHHL nor any escalation from County.
Is County's failure to act in a reasonable amount of time ethical? How about DHHL's apparently ignoring the problem?

More accurate to say that everyone is ignoring the real problem: the Native Hawaiian "beneficiaries" are getting screwed over by the very organizations that are supposed to provide for them, which situation is likely to remain whether or not the TMT is ever built (and, by extension, whether or not County or State takes any enforcement action against the flagrant rules violations currently taking place).
Civil disobedience may be "ethical" but depriving others of their livelihood (whether measured in dollars or purpose) is not.
Is it "ethical" to redirect my tax dollars into this stupid circus parade?
