This person, Carrie Walters, has been convicted of assault against her husband and she now claims that several prosecutors and judges have conspired against her. She has several court cases dating back to 2013 and has gone through 7 lawyers.

The TMT's conservation district use permit expires on September 26th, 2021. In other words, the clock is ticking for them to start construction. They're probably not going to start construction until the spring or summer of 2021.

The looming issue is if they seek National Science Foundation funding. If go this route to make up funding shortfalls, they'll have to do a NEPA Federal EIS and do a Section 106 consultation. This will likely kill the project for good, as the opponents have already stated they'll contest the findings.
