Money may have a requirement to be spent on “infrastructure”, the definition of which seems pretty fluid right now. I doubt that “fluidly” would go all the way to any sort of tax relief.

Hmmm. Then maybe fluid taxpayers could identify as infrastructure and be entitled to some of that money?

Yes, certainly there are approved spending projects written into the bill.
Kind of like federal 2018 Puna Lava Disaster Relief. Which the county used for Hilo & Kona.
As Puna Grace suggested, taxpayers could just as easily define infrastructure projects on their own Hawaiian property that would probably be closer to the spirit of the spending bill than what the state will earmark. I could use a couple of remote controlled gates on my driveway. They will keep out the thieves, thieves will not rob from me, I will not call police, scrubs will not go to jail. I see employment for gate manufacturers, installers, and long term savings on police resources and prisons.

Lava barriers they should have spent that money on making barriers. I wonder if that would increase the property values here, thus increasing income the state gets from taxes.

There is a segment of the population that is just as vocal in their anti-lava diversion beliefs as their anti-TMT stance. Any money directed at lava diversion would probably end up being spent on police standing around while protesters blocked the roads and prevented equipment from getting to a diversion site.
