Unless all the construction projects are closely supervised by the Feds, the usual graft, inside deals, change orders, and other contractor abuses will kick in and much of the funds will be wasted. The Saddle Road (aka Daniel Inouye Highway) improvements were a paragon of efficiency and cost effectiveness . . . and done by an out of state contractor. Oh, and don't be surprised if a substantial amount of the money gets poured into the Oahu rail black hole.

What is really shameful is that only 9% of that 1000 billions is actually going to fix roads and bridges. The sending of 2.8B to Hawaii is an insult to the American taxpayer who is saddled with more tax burden for themselves and their grandchildren.

I suspect about 800M of that will actually be used effectively to improve the lives of the average Hawaii resident.

The rest will be wasted in bloated salaries, various boondoggles, slush funds and the ever popular 'study'.

Proposal:
Since a (somewhat) unexpected revenue windfall will arrive, why not use it to reverse all of the tax increases from unexpected revenue shortfalls?

Federal taxpayers paying back themselves as lesser taxed state and county taxpayers.
