ETA: When you think about it, DOGE is about CUTTING Government waste. 

When you think about it even more, through the sheer ineptness of the former (and current) Hawaii County Council AND Mayor, they saved the Hawaii taxpayer 2 million bucks!

So, maybe less DOGE and more sheer inept County Officials?

You may be on to something. How much money has already been wasting in studying this problem, with zero advancement towards a solution?

In 1942 the Alaska Highway (1,390 miles) was built in 8 months. How did they do it? No bureaucracy. How many decades has the bureaucracy been punting the Puna road issue?

Maybe the US Army & WWII had something to do with it too?
HPPOA could rally the troops, start a draft, and open a front on Railroad Avenue? Right after they finish the Battle of the (mail)Boxes?

He's already got the guy on the payroll, somewhat similarly named to the one you suggested, he's 19, a high school graduate and he's hard at work and really busy sifting through everyone's personal and confidential data with special attention being paid to Hawaii County and its residents and he's already won his first month's employment award!

The Battle of the Cluster will be known as a complete waste of time, materials and money for the express purpose of accomplishing nothing due to the efforts of a few who did not understand that mailboxes are a community use.
