My Mom had that problem in Honomu - Seaside Bob went to put a new fence in for her and low and behold the old retainer wall was slipping away.... with her neighbors bedroom wall only about 25' away downhill.... SB got plenty rebar / big footing and 3500 PSI rock mix concrete poured to replace it. My mom said "wow I didnt even see the gardenia plants leaning" ... (their roots were what was holding it together at the end!!"
