This doesn't necessarily mean that families are leaving, or having fewer kids here.
The stat doesnt actually mean anything changed (the actual # of 15's and under) - it is as a percentage of the whole. I would say based on the economy tanking 4 yrs ago - the smarter "kids" (16-25) have held off having babies for the moment. But as th ebiological clock tics, I would expect this # to rise.
Look at it this way - 65 has a 43 yr old, 43 yr old has a 21 yr old. 21 yr old doesnt have kids (yet). The under 15 # will begin a upward ascent again for a few years.
