On the HAAS website, there is a Lava Contingency Plan.

HPP is one place under *consideration*, the plans appear to be evolving as the lava starts/stalls, etc.
I can't imagine the pressure that the area teachers and school administration are under. I have belonged on site-based committees before, and have nothing but admiration for educators, but even more so under these circumstances.

I like your proposal of a group 5 Kenney. Agree it's supposed to be about what's best for our community; spending our money wisely and not wastefully; respect, honesty and integrity in our management and Board; seeing the roads and right of ways are well maintained. It's a tall order.
Frank mentioned a property mgmt company but I've heard it's cost prohibitive. Heard receivership bounced around but don't know enough about it.

Here's another idea about bringing HAAS here:
Since the DOE plan only recognizes 15 acre or larger parcels for schools, charter schools have repeatedly been turned down for building campuses because everything here has to go through a "conditional use permit" and neighbor complaints (ie: NIMBY) can kill an otherwise responsible plan. While we are in a "state of emergency" what if the HPP board considered a long term lease to HAAS then used the money to build one or more "emergency shelters" on HPPOA land which could then be used for all the other various uses, including emergency meetings. It would be harder for the County to kill the need for an emergency building for HPPOA and then we could own two or more rental units so maybe that could defray the ever increasing costs of our road fees?
Hey, maybe the new building could even go on that "park land" the County and Freddy Boy diverted money away from in order to build a bunch of sports fields (which won't be built) in Pahoa town.
Think about it: lease out a current multi-purpose building to a school and use the money to build another multi-purpose building with updated specs and utilities for the 21st century under the guise of emergency needs. It could be the start of a "town center" for HPP.

HAAS a lot of different programs that only need smaller spaces, but the core campus for secondary needs a good sized space, like the Hui, everything else on the list is much smaller and can only take smaller groups.

until such time as a request for Bids to provide defined services is issued to various management companys from the BOD and actual bids are considered and reviewed, the "cost prohibitive" statement is hearsay. question...is a court appointed management company any less expensive than contracted management company?

While I sympathize with HAAS' predicament, the facilities in question are already heavily booked and are a key resource to the broader HPP community. Even strictly in the sense of the lava flow emergency, the community center could be of greater use to more people inside and outside of HPP if shared with police, EMS, Civil Defense, etc. Sorry for HAAS, but the BOD made the right decision on this one.

One good reason for not having HAAS school our Community Center is that the Special Use Permit issued by the Land Use Commission to Paradise Hui Honoliki on Nov. 12, 1978 (the year before the community center was built) Case #395 specifically states that the Community Center (it is not the Activity Center, but our Community Center) is for the meeting and RECREATIONAL use of HPP Residents. (period) We are permitted to have a gathering place, playground, outdoor ampatheater and BAR and a few more things I forget right now. We are not allowed under the permit to have a school, as it is not a Recreational Activity for the people of HPP.
Look it up. It's a public record in the Planning Dept.

Because Hawaii county is under a state of emergency declaration, short term permission would be available from the planning office for the duration of the emergency without going through the whole conditional use permit process.
