The point is the north and north east senate districts seem to have clear, succinct work projects *BEFORE* going into a legislative session, therefore the justification from the rest of the legislature is more favorable.
The south east senate district seems wandering and confused, then the district just seems to be in a constant squabble, the constituents not being able to agree on almost anything. If you were going to fund a district, would you fund the one that has a well researched project list with lots of community support or would you fund the one that doesn't really know what they want except they just want the money and then they will figure out what to do when they get it?
This is probably a good example of how the rest of Hawaii views Puna, the Mars Lander being the rest of Hawaii and Puna being G.Illigan's Island:
