Sorry, retired LEO can carry on vacation in Hawaii. They have to recognize Federal law. The retiree or vacationing LEO can only have 10 round mags and must register the gun if staying longer than 5 days. Whether they have to go through all the other certification rigmarole if they actually move to Hawaii is debatable but I don't think so if they return to where they were LEOs yearly and qualify there. Hawaii obviously does try to make it as much of a PITA as they legally can.
The other story about the rifles purchased but never issued made the national news. That is idiotic. Why buy them if you aren't going to use them. In today's world I think every officer should have a patrol rifle readily at hand. I was issued and carried both a patrol rifle and shotgun, as well as a Taser. The silly part is the rule that blocked their use stated that they had to be Colt AR15s. The Sigs they bought but didn't use were newer updated clones of the Colt AR15. They are both better and more expensive but are really the same gun. Go figure! I'd imagine it's really more a case of an official that doesn't like cops or guns or both using whatever reason they can to prevent their release. Those guns were to protect and serve the people of Hawaii, not to sit in storage. Pua`a S. FL Big Islander to be.

If the Hawaii County police officers had either of a rifle or a shotgun available (I’m assuming they didn’t) it’s more likely they’d have winged the guys who escaped recently.

...would tend to include "practice on a range" which we don't really have on-island. Whether they have to go through all the other certification rigmarole if they actually move to Hawaii is debatable Hawaii generally does not recognize any other State certification or licensure, period.

It doesn't matter what Hawaii recognizes. It's Federal law. The section in question is:
"during the most recent 12-month period, has met, at the expense of the individual, the standards for qualification in firearms training for active law enforcement officers, as determined by the former agency of the individual, the State in which the individual resides or, if the State has not established such standards, either a law enforcement agency within the State in which the individual resides or the standards used by a certified firearms instructor that is qualified to conduct a firearms qualification test for active duty officers within that State;" I think I'll go with the "as determined by the former agency of the individual" part. Why does this law even exist? Who pushed for it? Is it just the NRA / gun manufacturers trying to make more money or is there an actual useful reason?
Hawaii will do just fine without more guns, thanks.
