Graham Ellis and the Hiccup Circus have done much to implement services in Puna Makai that the County cannot, or will not fund.
These include; youth activities such as circus/athletic/educational training,Drug awareness programs, meeting venues, and more.
Do you support the efforts of individuals and groups that supplement and pay for inadequate County involvement in your district?
If so, what would you do to enhance youth programs in Puna Makai?

Nor does County appreciate being shown up by the Community, at which point the "competition" receives notices of violation, cease-and-desist orders, etc.
I, for one, am tired of seeing my tax dollars spent to "have it both ways", and the PCDP "designated commercial centers" are a fraud unless people are allowed to actually have these near the communities they are intended to serve. (Alternately, build a real highway system and provide sufficient public transit so that everyone can participate in the commercial centers as designated.)
The development/infrastructure problems in Puna are decades old, so it's pretty obvious that the purpose of government is not to actually solve problems, despite their claims to the contrary. How much more public money will County spend telling people to stop solving problems? Enough for another tax increase!

I am glad you asked your question again. Youth programs are imperative. I support creative programs that help shape the important formative years of our
youth. If a youth program came across my desk I would take a serious look at it and use the office to nose out funding sources for these endeavors.
These programs are mostly done on a State level through the Department of Education or through nonprofits. There are two sources on the County level for
potential funding. One is the council person's contingency money that can be used to create a new program or support an existing program. The other is to apply
for the yearly nonprofit grant money from the County.
For me, when I was an adolescent, I took modern dance lessons and theater arts classes. Then in high school, it was field hockey in the fall, basketball in the
winter, softball in the spring and camp for the summer. In addition, I was a Brownie and a Girl Scout. My mother and I sold a lot of cookies. To this day I
still love shortbread! It may not be like that for the kids today yet my experiences gives me the impetus to find ways that the office can increase these
opportunities for our youth.

Thank you RJ for taking the time to engage in this discussion. I have a question I hope you will find it in your heart to answer...
The home page of the Hawaii County Council website reads in part as follows:
"...The Council’s powers and functions are governed by Article 3, Section 3-1, Hawai‘i County Charter, which states that the legislative powers of the county shall be vested in the County Council. Its primary function shall be legislation and public policy formulation. The Council is responsible for passing the laws that govern this county, as enacted by ordinance, and written in the Hawai‘i County Code."
With that in mind would you please tell us what experience, education and such, have you had that has prepared you to take on these responsibilities? For instance what qualifies you to write law? Do you have any legal experience? education? As to formulating public policy.. do you have any on the job type experience in this field, or, in one that you can point to and say that it has prepared you for these responsibilities? And, considering the budgetary aspect of the job, what sort of fiscal responsibilities have you had professionally?

To disseminate false information and irrational opinions is a disgrace. I realize you have absolutely no respect for RJ and Sativa, you never have and never will, but this does not give you the right to smear their names and contributions to the Pahoa area over the past many years. In their many years of residency in the Pahoa area, they probably have done more for the community than you ever have or will. Please don't call me a spokesman for RJ and Sativa because I am not. I just know where their hearts are and they are with and for the community.
And where did you ever come up with that falsehood that I am a spokesman for Dr. Len. He is an evil, egotistical, selfish individual that does not deserve to have any spokesperson. Why you ever brought him into the equation is regretable unless you and he are good friends.
BTW You need to do your homework on the vaccination resolution. It was passed unanimously by the Council for good reason. (Hint - look into the Patriot Act requirements that gave the government full authority to vaccinate all)

Well bub, When you make statements like "Len is not, and never has been a backer, silent or otherwise, of RJ. They are not buddy's as you claim." it would seem you are speaking for Dr. Len.
Horowitz' fingerprints were all over a bunch of Emily/RJ council stuff. I can't see how RJ can get that stink off her hands.
And I talked to council members after that resolution vote. They told me the voted for it because it was meaningless and they could put Emily/RJ away and get on with some real business.

hiccup circus,love that name.sounds like my old troop (the woolsey dipsters) would fit right in.any one know if they need a new act? we had a one legged jugler and a leprichan who blew giant soap bubbles and distorted them with asian fans.sorry for the hijack.thought this thread could use a little levity.I hope I get to vote there this year I am a bit of a politico any good politician should be somewhat jovial.really though what is the hiccup circus.nothing in the search option.
