Planning Department vs. SPACE (by Graham Ellis)
#31
We recently looked at some properties in Seaview.Loved the idea of having a farmers market in a walking distance.
@ Graham : what kind of "fradulent" and "vicious" accusation you are talking about? Hard to imagine what can be a vicious accusations about the farmers market.
It sounds like some kind of a big fight among the residents. We didn't get that feeling during our visit. But some people who might be our neighbors advised against buying close to SPACE .

Is this use from Space's website in the SUP ?

"Hire SPACE
SPACE is available for your community meeting, family party, or workshop. Inspiring beautiful architecture and landscaping with practical facilities including seating, tables, staging, PA, lights and costumes at a manageable price."

Did they apply for commercial usage ??

A reasonable question Obie.

Have you been to the SPACE facility? I only ask because it is obviously not a residential or agricultural structure and I do know that the Building and Planning Departments made them go through a bunch of hoops to get the building permit. They had to bring all non-conforming structures on the 20 acres up to code or remove them.... some of both occurred as I recall.

Graham would know more than I on this.
Assume the best and ask questions.

"Industrial Arts" when I went to high school (not saying how long ago!) was woodshop, metalshop, and the new "electronics".

"Industrial Arts" today is about new technology. Computer design, Laser cutters, 3-D printers, and CNC milling machines. There are currently two schools on the island spearheading this new concept. Connections Public Charter School in Hilo has a full time industrial arts program that teaches the new "STEM"(science, technology, engineering, math) technology to High school and middle school students. HAAS has a part time program that should expand as they get more room. Both programs are under the umbrella of UH-Manoa's School of education's "Archimedes project" and were turned down by the DOE's conventional schools.

The Lasers and 3D printers are no louder than an inkjet printer. The noise of the milling machines and dust collection systems are no louder or dirtier than a vacuum cleaner and are easily mitigated.

This technology is part of the new "Maker"(look it up) movement. It will be the cornerstone of our country's manufacturing Renaissance, and an important ingredient in bringing new industry, skilled jobs, and opportunity to Hawaii County.

Good for Graham and SPACE for showing an interest in the economic future of rural Hawaii.

Thanks Greg for the explanation of Industrial Arts. However, based on their application (#1122 supplemental), and under Industrial Arts, they are talking noise as in power tools, machinery etc. More along the lines of maybe woodworking, metal working, etc. It does not sound like they are talking about what you described. By my reading (based on their own words), I get the impression they are talking about people building metal sculptures and similar activities.

As dangerous as Art can be, I assure you that even power tools can have noise issues reduced to levels far less than lawn equipment, children playing, coquis, and other hazards of neighborhood life.

Yes, I'm sure it's possible, but that really has little bearing on what is can be.

Most applications will downplay any negative impact item. A place burning dead diseased animal carcasses will attempt to claim it won’t emit any more smoke, pollution, or foul smell than someone’s household wood burning fireplace in the living room. An applicant with a 500 ton metal stamping press will attempt to make it sound like no more noise that a person hammering a nail to hang a picture. A person operating a prototyping 3D inject printer is not going to mention power tools or machinery at all as a comparison; they will mention a household inkjet printer or the fan inside a convection oven. Nobody makes it sound negative they always put the best foot forward and make it all sound like a warm summer breeze.

However, based on past history, I would be more likely to believe from this applicant that when they say power tools consistent with residential or agricultural uses, they mean the sound from a gas powered leaf blower, chain saw, band practicing in the garage, a combine, thrashing machine and 500 pisssed of hogs in a pen, not a clean industrial arts program.
