It is also the case on the oceanfront at the bottom of Macuu. IMHO - the problem is that the sirens are facing AWAY from the ocean and are over 1/2 mile away. [?]
The sirens did not wake up our friends down the street - we had to shout and "pound" on their door - I'm sure we scared them more than the siren would have! [|)]
As Seeb said "I was horse the next morning from talking on the bullhorn." [^]
In our area not only the "bullhorns" but they checked personally that EVERYONE had heard "something" and ensured they evacuated. [

For various reasons - we have NO TV - we have POOR radio reception - we have NO landline - we have ONLY our cellphones and the reception is bad even WITH a cell-booster! We DID NOT HEAR the sirens! [

But we live in Hawaii surrounded with caring friends and neighbors! [8D]
Our neighbors "R,D&B" were watching TV and told us, asked if "J" knew, then told him - we checked "S&R" next door - they we heading our way to tell us, they had already told the "vacation renters" next to them - a motorcycle pulled into our driveway, it was "W"; he and "J" couldn't get us on our cellphones - "W" and I drove to "D&D" woke them up - I checked on "K&G" and then "M&M" across the street (saw their week old baby) - "D&J" called and TOLD us to come to their place NOW - packed up "BooBoo" & "Komecko" and as we left drove to Kaloli Point to tell "S&S" and "M"! [
