The Volcano helipad may have been small in the 80s, but big things can grow from little things, like an oak from an acorn. Surely you can see that with your superior education.

You don't want a heliport in Volcano, where you live, but you do think it's a good idea to have it in Puna, where you don't live. How generous of you!
It is actually an idea worth considering, though not for your utterly selfish reasons. Kalapana might be a good spot. Then again, waterfalls seem to always be part of the tour.

It's on line 27 of the Hawaii real estate disclosure form.

Show of hands: how many people received this form as part of their real estate purchase transaction? I didn't. (Yes, I still have all the paper, and I just checked again to be sure.)

Not only did I not receive this, but if I had, line 27 would not have been checked, because there were NO HELICOPTER TOURS OVER PUNA when I bought my property. So I become irritated when someone suggests that I should have known about it.

I bet that these same people that suggest I had a responsibility in this are also unable to recognize any kind of converse responsibility on the part of the tour companies.

The disclosure form is written in present tense, while the comment you quoted speaks of "future overflights". So no Obie, it's NOT on line 27 of the Hawaii real estate disclosure form.

For instance, if a proposed commercial use changes a neighborhood, a Special Use Hearing should be held before a business can obtain a Special Use Permit? The neighbors who would be affected would have an opportunity to express their reservations and objections at the hearing?

I have also thought of this angle for years, as a class-action suit. It's nice to see that someone else gets it. I have suggested it to county officials, but they all tend to brush it off quickly so that they can tell me about what THEY are doing, which is basically nothing. I view it a bit differently though. My hope is that the royalty would be so expensive that the tour companies would actually consider alternatives to flying through our airspace in order to avoid paying it.

Does the fact that the tour companies pay the national parks for the privilege of flying through their airspace set a precedent?
