This whole mess was started in 1987 by a woman who worked at Volcanos National Park, who never intended this to be used by insurance companies. If you look at the map of the whole island, im 1984 lava from Mauna Loa came within a few miles of Hilo. That fact is discounted because of politica. If you look at Kailua, the whole town sits at the bottom of a three thousand foot cliff with a crack at the top. If Hualalai decides to erupt, Kailua will not have much time to clear out. Politics played a part in the making of the map. Check out the site. Look past the map at some of the rationale for different zones. One of the supposed rationales for the map was that past f;ow doesn't predicrt future flows, then they went ahead and used that rationale to draw the map. We are at battle with Hilo over this. If Hilo was put into a zone 3 or 2 as should be proper, they would get the insurance coverage fixed.

One last site to explain the rationale for using the maps to determine insurance risks. You'll notice that a 1995 state law requires disclosure. What if it could be shown that Hilo properties were not being properly disclosed?

Wao, if you're not looking for coverage for lava, then I missed that in your previous comments. Still, find neighbors becoming enemies if someone is unsatsified with their claim payout in a co-op system. When you use the term "profit based" in your explanation, it comes off as an insult to those who seek profit. I'd prefer dealing with someone profit based for anything from medicine, to construction of my house, to food, or any service. Non-profits simply exist to give those in control a license to collect $$ with very little accountability, and to sit around drinking coffee acting holier-than-thou.

I've been arguing for a "two zone" system regarding lava. Draw a line roughly from Hilo to north of Kona and make the north part LZ-2 and the south part LZ-1. I've been studying potential flow maps and zone maps for roughly a year now and I still don't see how someone can predict where lava will flow or even come up out of the ground. Dynamics of molten rock are not anywhere near the same as dynamics of a liquid like water.

I helped puna residents collectively save about $150,000 in premium over the past 5 months.

I am offering a homeowners policy that does not surcharge for lava zone 2. Rates are comparable to zone 3 and higher with great hurricane rates as well. The main restriction for placing coverage with this insurer is that a fire station must be within 5 miles of the home and the home must be owner occupied. A volunteer station like the one in Hawaiian Beaches is acceptable. Spending time expanding volunteer stations to Kapoho/Kalapana would be very worthwhile.

For zone 2 rentals and homes farther than 5 miles from a fire station we have rates that are much better than HPIA. There is rarely a reason to stay with HPIA if you are in zone 2. Unfortunatlry Zone 1 is still stuck with HPIA with higher value homes going to LLoyds of London. Give me a call or send me an email for quotes.

dependent on bankrupt freddie and fannie for development...hmmmm... so the individual, without the moral hazard created by these institutions, would not invest in puna.... SUPRISE...
