Roof vents
#1
Adequate ventitation is easy to design into a roof system. Ridge and facia vents with a gap between the roof and inner ceiling will keep interiors cool under most circumstances. A layer of reflective foil on the underside of the roof or simply painting the roof white will also substancially reduce heat gain.

Moisture is a problem that needs to be addressed in the design but isn't that much of a problem as long as the correct materials are used and the design takes condensation into account.

If you don't want to go to the trouble of properly designing a roof using spray foam insulation on the underside of the roof works well as long as no voids are left that can collect water between the underside of the insulation and the inner ceiling.

Requiring whole house insulation and high E windows is just overkill and a means of increasing the profits for designers and builders.

No matter how thin you slice it, its still balony.

This topic has been addressed before but the misconceptions linger. The proposed new energy code codifies proper energy-efficient roof design. A cool roof design includes either a bright white roof or a radiant barrier under the roof. If you have a dark colored roof, no amount of venting will come anywhere close to reducing the indoor temperature like a cool roof design. Ridge and fascia vents do not keep an interior cool. Period.

Does NOT increase profit for designers or builders. Still costs builder to install, still cost time for designer to draw but doesnt add SF which is usually what both base pricing on.

It does increases profit for company selling windows and insulation.

Actually Kat most designers and builders work on a cost plus basis. The more the base cost of a structure the greater their profit.

As for cooling a room it is true that ventilation will not cool a room below the ambient temperature but it will greatly reduce heat gain and keep a structure cooler than it would be otherwise.
