Good to see that Hawaii PUC has actually taken the side of the consumer in this matter. I'm also heartened to see that there is a strong call for individual solar systems and a suggestion that HELCO should improve the grid before dunning the ratepayers for more money.
The next step would be for Hawaii to offer fixed cost rental of individual solar systems, as is done in some cities in California. In this type of arrangement, the utility or a private party pays for installation and maintenance of an individual grid tied home system, and the customer agrees to a fixed price per kilowatt for a period of up to 25 years.
