Actually it's all related.

The County has the mechanism right now to acquire the land and acquire whatever roads they need to support the park. It's called eminent domain. A Public park and associated roads are a legitimate public use and good servicing a public benefit.

HPP doesn’t have to deed them anything, the county can acquire it, pay HPP for the property (make some money off the deal) and that puts everything in the County hands. The County doesn’t want to use eminent domain because unlike accepting a donation, they would have to move on the taking or run the risk of hording land via eminent domain with no public benefit.

You donate a fire truck to the county; they can always say they don't have money for a fire station or crew to man it. You give them a firehouse; they say they have no money for a fire truck or crew. But, if they take the land by eminent domain, they had better build and staff that fire station.

You shouldn't have to be in position to have to Trust the County, you should be in a position of expecting what is due. If you give them an out, you can trust them to use that out. You back them against a wall; they will be forced to act.

As an aside, this would be excatly what Impact Fees could fund and used for.

I'm just as poor as the next guy...and yes HPP road fee increases now in the future have and will impact my bottom line...but I'm willing to pay my share because I feel it's necessary. And I feel the same way about a park. It's not as expensive as new roads....and it will benefit everyone in the park if we maintain it. Heck... we could even get a volunteer crew to maintain it (like they do for the zoo) and save some money. I know I would volunteer.

The county hasn't given HPP the time of day in 20 years. Why all of a sudden are they willing to throw us a bone?

I would. I could mow once in a while. I would be glad to donate a water well. It could be a nice place.
How about we just expand the park we already have? there is a football field already. In a few days a D9 could do most the work that needs to be done. build a fence and some dugouts maybe a pavilion. Oh and a really big parking lot for a park and ride.

Parks aren't just sports fields and bleachers.

How about a true playground with equipment suitable for a wide range of ages, walking/running trails through the beautiful old ohias on that land for all the people who would like a safe place to walk and run without running gauntlets of loose dogs, frisbee golf, basketball and volleyball courts? The community of HPP could probably raise the funds and build it ourselves with volunteer labor while the county is studying what to build.

Absolutely right csgray! 20 acres is alot of space and we shouldn't limit ourselves to just ball fields. I think a walking/jogging path is an essential part of any park. And your also right that by the time the county gets around to building it....most of us could be pushing up daisies...

Now this is an idea a lot of people would find attractive. No borrowed money or waiting on the County to do the right thing. (I still don't trust their motives, given that this all came up when Emily is facing a tough election.) Something simple could indeed be built by volunteers.
