Pahoa Commercial application @ Council June 18th

Monday, June 18th at 9 am, Kona, under the heading:

Bill 209

The application is for retail and accommodation bungalows.

I am in favor of the application and will testify in support. The location is perfectly appropriate for commercial use despite the objections of an adjacent property which already is in commercial use.

Trying to launch a commercial enterprise of any type is hard enough without having to run the rapids of rezoning. Pahoa Village and Puna are frankly starved for commercial zoning and business investment should be encouraged.

Most often people only speak or submit testimony to council on things they oppose. I believe people should take the time to support things too.

I am a bit alarmed about one aspect of this application. The organized opposition seems to be personality based.

Zoning issues should not be popularity contests. Zoning adheres to the land and will provide a business location until the zoning should be changed again. The commercial application in question here is, in my opinion, very appropriate to the location. Most any pragmatic analysis would support the commercial use.

To oppose a zoning application based on personalities or perceived competition is basically anti business. Puna's need for jobs, goods and services are well known. Opposing business investment is short sighted. If you don't like the zoning law - change the zoning law.

Just my general opinion and why I am not particularly concerned with who the applicants are or what business they intend to open - as long as it is legal.

My home is about 100 yards from the application site. The site is basically adjacent to Island Naturals, Pahoa Cash & Carry and Hunt Surf Shop.

I encourage anyone to testify as they feel on the matter. In support or opposition.

My home is located approximately 100 yards from the property in application for commercial zoning. I am very familiar with the location which is adjacent to or very proximate to a number of other commercial uses.

I support this application.

It is important that applications such as these are approved or disapproved under standardized criteria within the code. All commercial rezoning applications should be treated equally for all applicants throughout the county.

Pahoa is in desperate need of more commercial zoning. Pahoa is also a designated village center within the PCDP. The location in question is very likely to be identified in the ongoing Pahoa Plan as a commercial district within the town.

Commercial is commercial and the CoH should not be making determinations for or against any legal use within the planning code. The free market will make those determinations and if the original intended use should be unsuccessful another legal use can take it’s place. A special use process for a bone fide commercial area is too limiting for business investment. Pahoa needs business investment.

The answer to the basic question of "is this location appropriate for commercial zoning?" is Yes.
