I did not give these people the 3rd degree on the details of the payment, I don't even know who they were working for. But I would assume something like that involves cash and minimal paperwork. It probably is framed as being a "little sign of our appreciation."

Sign wavers would be independent contractors and would be responsible for all of the taxes on their own.
The campaign would be responsible for sending out a 1099.

I'd agree with you carol that the situation smells a little "fishy", but I can't make any factual statements about the issue. However, I would like to say that it seems like any "incident" (such as a car wreck) could easily be attributed to whoever the politician whom's sign was being waved. There may not be any actual law, but if police here will charge you with obstruction of justice for waving a sign warning of a speed trap ahead, the logic follows...
And to you others. many people have jumped off bridges, go do it.. wouldn't want to fall behind? = )

Can you candidates pick another spot other than the Keeau bottleneck? You guys are making it worse. Where traffic should be speeding up after forming a single lane, instead you're slowing it down. Yesterday traffic was backed up to halfway between Kukula and Hwy 11, when at the time I was traveling, it's rarely backed up as far as the KHS athletic field.

Today it took me 45 minutes to get from Highway 11 to the Eagles just past the merge, entirely due to Paul Dolan and Greggor Illegan's sign waving.
Illegan had a Burma shave style set up between the drive lane and the turn lane along the HS, and Dolan had his crew staked out where the corn and fish vendors sell right after the merge. Any desire I had to vote for either diminished by the minute as I watched my hot food get cold, and my cold food get hot, after a long day at work that ended with a trip to the dentist. Both of those locations are really bad and dangerous for drivers. I was almost rear ended when the driver of the Land Rover in front of me actually stopped to talk to Illegan. I also saw two older cars overheating, and one getting towed away with what looked like rear end damage, so this has concrete negative impacts for the community.
The last young candidate to run from the spot Illegan was working was that kid who used his horse as a gimmick and got all of 300 or so votes. I don't know if I would have followed in his footsteps, but then I am not a politician.

....last minute cheap shots...and blame game is what is expected naturally during the final days. Trying to discourage voting for or against whoever. By the time the truth is told ....too late.
To bad instead of focusing on the issues.
That being said I agree that sign waiving/distraction is for lack of a better word ,stupid!... and I consider it a public nuisance.
Just because it's always been done this way in the past doesn't make it right or smart.

Not sure where there were cheap shots here, just complaining about candidates' bad choices. Irritating the electorate on their commute home just seems stupid and self defeating. Lots and lots of people were experiencing what I did, and it wasn't a good way to endear yourself to voters. I haven't actually decided, or voted on, either of those races, but that sure is no way to get my vote.
Go early and snag a good spot, don't park yourself where you create a hazard, how hard is that?

There is a case to be made that this is Hawaii, waving is a traditional Hawaiian politic and perhaps we should consider slowing down and just appreciate it for what it is.

I understand where you're coming from but just this evening saw many near-accidents caused by people slowing down on 11, just after the merge with Kilauea Av and thought I'd just arrived after someone caused chaos at the merge. It wasn't, the slowdown was where a bunch of sign wavers where just a little further down at an intersection. A place I saw the aftermath of an accident just a couple of weeks ago. But it caused a slowdown at the merge and you know many people here do not know how to handle merging onto the highway safely so it added to the chaos.
In my opinion this particular candidate's choice of where to sign wave was dangerous. I don't know who it was, I was busy trying to make sure I was driving safely and looking out for those that were either waving back or surprised by cars suddenly slowing down in front of them. In both lanes. The Keaau bottleneck is the same. Everyone might be driving slowly but a driver or two waving back to those sign wavers who are *deliberately* distracting drivers cause a huge backup.
It'd be easy to say don't vote for them, but then they wouldn't know why certain people wouldn't vote for them. Maybe someone should sign wave a few hundred yards ahead of them and tell everyone "watch out for sign-waving distractions" but of course that isn't going to work either.
Two years ago I remember being so pissed off with Emily's group at the bottleneck but then saw Weatherford there as well. Well, that's two people I wouldn't vote for. I only noticed them because I was stuck in that traffic jam for so long I had nothing else to do but look at the scenery. That's why they chose that spot and that's what pisses me off even more.
Thus endeth my rant for tonight.
