Between permits, drafting, architects stamp, etc. count on $1000-1500. Then Engineering and Cess Pool will be $3-5k. If you want insurance, about $3-4k for catchment (10,000 L needed for most insurance companies). Electrical can be crazy. 5k for an electrician, anywhere from $2-20k+ for Helco (you are best off if the SSPP has already been paid). Plumber costs also $2-5k. THEN you can cost out the construction. You can probably buy something already permitted a fair bit cheaper than building.

my 30 acre property backs up to that sb-divaion. biggest problems are lack of peer, etc. you definitely use catcment water... off your roof to a tank at least 3000 gallons. We have a large home, 10,000 gallons. You will need a water heater, ploma tankless nstant on type, filternng system (you can't drink it without the right system - otherwise haul 5 gallon jugs fro, Mt. Vew, which most people do. Solar orks but use propane for everything you can. It raing here most days so a washer/dryer in your bathroom will save you $100 a month at the laundry-mat. You will need a pump and pressure tank. It all adds up for sure. 400 sq ft is small and cozy but vey livable. Metal roofing can be had for half price at the manufacturer in Shipman business park if you don't car if it is multi-colored. We did it on our rental cabin and it is cute. I am in 13 feet or so of soil. I don't know what it is lke over there. If you have mostly kiwi and not ohia, you can laborously dig the roots out. Contact me when you are here and I know a guy with a small dozer that may be able t help you pretty cost effectively. I owuld definitely put in a wood stove. As yo cut the kiwi make a wood shed for drying. You need it as much for drying things out as warmth. Oh and i have a pretty big lava tube under part of my property. It takes an 18 foot lader to get down there. There are several rooms or grottoes to step through but I know a guy who went down, crawled through small openings and came out at a neighbors property several hours later. I could have killed him for taking that risk but youg men do what they will do....
