Are there laws pertaining to people who play insanely loud (across the subdivision loud) hipriprapcrap thumper bass music stuff??? I don't think it's a car, unless they are parked a lot in the same spot. From what I can tell, it's possibly two streets away, but you wouldn't know that.
It's a new addition to our world; I'm not a huge fan, and it's drowning out the helicopters.

there is a law on Oahu. Don't know if it's a state law. We use to hear cars driving down the street that rattled everything in the house. After that law... I stayed in the waianae house and was amazed to not hear them boom boom boom... So... Might wanna check into it. But, there are so many cops in waianae... You wouldn't get away with driving a jacked up pickup truck with tires sticking out beyond the fenders so I fear that it's kinda of an acceptance around here.
You mean you didn't move to paradise to hear someones 1000 watt subwoofers?
What subdivision are you in? If you cc/r's you may have some hope that the association could do something about it.

Noise pollution is largely unregulated in the US. I think they set the limits by asking the military what is the loudest noise they ever make and then set the bar a few decibels higher. It's probably worse here on Hawai'i because the police have better things to do.
If the noise is really bothering you might want to find out where it is coming from then contact their landlord or mother. Doubtful that a real noisemaker would own their own house so figure out who has leverage over them the apply pressure.

We're in Hawaiian Acres. Somebody a quarter mile away from us was having a LOUD party last year. We called the cops. The dispatcher said, "would you please turn down your radio, I can't hear you." Of course, our radio wasn't on, it was the party they heard. A cop talked to the party givers, told us they would shut down at 11. At 11:15, party still going loud, called the cops again, who were aggrieved that we expected them to come all the way out here AGAIN. Like it's our fault, not the partiers or the cops who didn't make an impression. They did come again, and said the music would shut down by 12:30. We called again at 1 am; that time, the cops actually did make them shut down the music.
My friend in Hilo called the cops one afternoon because her neighbor was drumming in his garage. They showed up promptly and made him stop.
I believe the laws are state- or county-wide, but the cops don't enforce them consistently. They say this area is the wild west; I guess the cops like it that way.

Man Lee ... where to start???? ... You guys in da Acres an still call cops from maybe 1/4 mile, 8/9 lots away ??? Holy crap !!! How many times B4 ??? Was it weekend ? IMO,,,, this is, total BS whining. Question please ... Did you contact your neighbors before calling police ? Why / Why not ?
Drumming garage ... You need to provide more detail if you want to ASSociate this with your HA deal ...
Overall, I would say you and your friend need to be a little more flexible.
