PEPPER SPRAY works fast on all dogs due to the dominant olfactory senses on canines. I have warded off multiple dogs with one good spray in less than 2 seconds.

They just run to a corner and pout for a time, then look at you like "You are mean, we are just playing the dog games we always play".

So just carry pepper spray if you have idiot neighbor's that don't control their animal. When the dogs come home smelling awful from the pepper spray, they will get the message.

Who cares? It is non lethal, NO permanent side effects, and solves your problem.

When the dog comes home every day smelling god awful, the negligent owner will eventually control the dog, due to getting tired of washing the bad smell off the dog every day.

I WOULD NOT STAND AROUND AND LET SOME DOG ATTACK ME!

If it was ME I would carry two big pepper spray cans. One for the dog, one for the dog owner. If attacked, Spray both of them thoroughly. If the bastard calls police after letting his dog attack everyone in the neighborhood, just invoke your right to silence and counsel when they get there. Police are almost useless anyway. I am surprised... I see over and over on here how people see the police as barely useful on the subject of vicious dogs, yet wonder if it illegal to carry pepper spray for protection.
I have heard all the apology stuff before, usually it means nothing.
The guy who watched the cat being killed by his dog? I would pepper spray both of them, the sociopath and his dog. The police if they get involved? Well that would be an interesting story to follow on Punaweb.

If you are 18 or older, it is legal for you to buy pepper spray for self-defense from a licensed retailer, under Section 41-37 of the Revised Ordinances of Honolulu.

There are no restrictions on people with a previous criminal conviction, including felonies, according to the Honolulu Police Department.

We also checked with a gun shop in Honolulu and were told that they are required to check IDs to make sure a person is at least 18 years old and to record the sale of the pepper spray, but otherwise do not do any background check as they do for firearms sales.

Pepper spray is defined as any aerosol container or other device designed to fit into a handbag or a pants pocket and has a trigger-guard, flip top or other mechanism to prevent the accidental release of the spray; that emits only oleoresin capsicum or a derivative; and that contains a nonflammable propellant and/or carrier.

It is illegal to use pepper spray for any purpose except in self-defense, in defense of another person, or to protect your or someone else's property.

There is nothing in the law specifying concentration levels of the oleoresin capsicum, which is the product of a process that begins with an extraction from peppers.

Much of the Honolulu law deals with the seller, who not only has to be licensed but has to provide a briefing about the spray before completing the sale, including proper use and disposal of the spray, and its limitations; get a signed acknowledgment from the purchaser that a briefing was given; post a copy of the license; and keep records of pepper sprays sold or distributed for at least five years.

Violators face a maximum penalty of a $2,000 fine and/or one year in prison.

OC spray is not reliably effective against dogs. They don't cry and that is largely how the stuff works. The wind conditions drastically effect OC use and need to always be considered before it's application. It wouldn't help your situation if some, if not most of the spray, drifts back on you as it will effect humans drastically more than dogs. However, it can be useful on the less determined dogs so I carry it when I walk, along with a .380. My intent, should a situation arise, is to use the OC spray first, if possible, and have the .380 as a secondary option if the OC doesn't have the desired effect or is inappropriate for conditions (wind). If not for the .380 I would consider a strong, possibly leaded, walking stick. I looked online for one but didn't find anything that seemed like it would be effective so I suppose I would have to make one.

I have heard that all pepper spray does to rotts is tick em off anyway. Maybe some hornet spray, won't kill em but will get rid of em before they get close, most hornet sprays go 20-30 ft and cause temporary blindness, no waiting period or anything. And as an added incentive it is usually sold in the same aisle as the rat poison you can mix with some ground beef to feed the puppy later that night.
