To the extent that it matters:
Roth is the "prosecutor", he's not in charge of HPD. In theory, Roth could decline to charge anyone discovered by Green Harvest. In theory, Roth could also bring charges against HPD for violating the LLEP ordinance. In practice, our "elected" officials are puppets, and Big Money pulls the strings -- sometimes the influence is laundered, such as when Green Harvest is "a DEA function". |
