They are on the conditional approved importation list found here - page 6 (I will not comment on the ... umm... advisability of the list...):

These have been available in Hawaii for quite a while. My brother had a couple in the aquarium.

In Mexico and South America they eat these things and the Japanese like it tempura-style.
