But do those home depot sheds really count as a "building" or do they fall more into the category of "temporary structures" like pop up gazebos or tarp and pole garages?

Not saying they aren't over-height but it is clearly implied that no permit is needed. I'm sure there would be many complaints if people were getting dinged for having them without permits. Of course enforcement is so lax that everyone buying them could be in violation yet blissfully ignorant for years, well forever really.

Well you got me there. I should have said that the vast majority of customers at the big box stores infer that no permit is needed. I have never seen any mention one way or the other about permits. I guess I mean that silence on the issue on the part of the stores selling them implies that permits are not needed.

The big-box stores also sell lots of other parts which technically require permits/licenses/inspections: County claims to own "all" electricity and plumbing, for instance, yet Home Despot doesn't require a contractor's license to shop there.
