It doesn't matter what the People of Puna "would like to have", nor does it really matter "what is needed".

All decisions for Puna are made by the largest landowners (usually a Shipman, sometimes a Hara), so Puna gets whatever will make more money for them. New business is encouraged ... if it can afford the rent.

There is also a "Community Development Plan" which can be used to encourage or inhibit "growth" based on what the money wants.

I think there have been several attempts at having internet cafes here in Puna, Sirius Coffee is the only one still up and running. I don't know if it is a matter of badly run businesses or not enough demand that kills them off.

Carol, I've also noticed the internet cafes come & go. Wi-fi spots that are not password protected might affect that type of business, it's often enough that I see people parked on the road somewhere (in front of my house for instance), laptop open, doing the old Park & Surf. Maybe people have more time than money, so it's worth it to them to drive somewhere to check email, even if it's at a location that doesn't offer coffee.

Here are a few. Car wash, Arcade with cars, golf, games, food, ect. Old style outdoor drive-in screen for movies, or large sporting events at night. Fix your own car or truck stalls and tools rentable?. Maybe a flower, ice cream, candy, post card shop. These seem to be been there done that ideas but do we really need loan shops, pawn shops and vacancies to be the new norm? Or mcdonald's, burger king, Kfc's for that matter. The spirit of Puna or Pahoa may need an uplift? Maybe a football team or Dance area for these puna crackers. Well anyway we do have better holding cells now so that's a start, in this direction.

McDonalds wi-fi is too slow, and the food is, well, McDonalds.

Then again, as pointed out, the internet cafes keep disappearing. I still think a well-run place with good food would work.
So many people here don't have broadband.
