I used to believe it was poor police presence that caused the troubles there with dogs, meth heads, and roosters etc. but I now see it is because many people there tolerate it, accept it or even enable it. All it takes for scofflaws to rule is for decent people to look the other way, you know. If you don't like these things(and I have read many others complain about all of the above) don't say "What can we do?" Find out. You are not alone, I can see there are a lot of decent people on here and thus in Puna. I still look forward to living there and will deal with whatever issues I have to when the time comes. Contrary to what this ONE issue makes it seem, I am easy going. I am not the kind of neighbor always complaining about everything everyone does, they are in the same group as the dog / rooster owners, etc. I usually get along well with most people. I allow some interference in my space from time to time as that's gonna happen but these issues are in another category and I would find it difficult to passively endure them is all. Why I am the bad guy for that is beyond me. They can irritate, aggravate and intrude on me all the time and I should take it because I am a bad neighbor if I complain? That is backwards but seems to be what is expected. I apologize if I offended anyone as that was never the intent. Just stated how I felt.
This horse is beyond dead so this is the last I will say on this thread.

If you really want plenty of buffer against potential future neighbors and their lifestyle choices, buy the extra lots for yourself.
Better yet, find a big square-ish parcel that's not part of a subdivision.
Also remember that grid power attracts neighbors.
Hey sputnut, We are very forgiving people here on the isle and most will and do accept the apology. Maybe your right though and don't need to apologize? then I apologize to you sir. You or other's turning other's in on bogus claims just would not be a good practice to be followed by everyone is all I meant. Turning one's back sometimes is what makes some people good. Of course there is a big difference between murder and rape which I cannot turn my back on, OR chicken's on someone elses land, I'm sorry rooster's. Maybe rooster's owner's are inconsiderate of other's peace of mind though that should or could be addressed more in the future. try to meet your possible future neighbor's first, and let them know you will turn them in for drugs and guns if they raise rooster's next to you. See what kind response you get before you build?. Live and let live will make you a better neighbor in the future over here or anywhere just MY opinion though. go easy.

Sputnut, I dont think its that people enable anything. I think the general live and let live overrides. People should be able to do what they want on their land or land that they are renting especially if it is not Illegal. I dont see the issue with chickens. I grew up on a farm and the chickens squak in the morning some but spend most of their waking time doing other chicken things.
If you bought AG land, as said before chickens, pigs, cattle, horses or anything else that makes noise and poop smells will have a tendency to be nearby. If you buy Ag land buy 10 or 20 acres and put your house right in the middle.
The whole bad neighbor thing is just a sad thing.
