When (not "if") the lava comes, I will be expecting a fat Federal bailout, just like everyone else who built where they shouldn't.
County should share liability here; they insisted on "fully permitted" and "licensed contractors" while ignoring the "evacuation route".
Anything less exposes the system for the scam it really is -- and that show will probably be even more fun than the lava.

When the lava gets to the populated areas, I believe those of us with homeowner's insurance will be able to use the fire damage provisions. Does the fire department attempt to control the lava induced fires? If so, isn't it rather unrealistic that they will be effective with so few trucks and so many homes?

Well, the lava won't be the problem... Say the lava come and cuts slices through 130 someplace. and works it way down to the ocean. You'll be completely cut off ... Since your only choice in would be to hike or somehow make it in on a motorcycle atv. I suppose you could get a helicopter or boat to drop you off. But that could get expensive in out trips.
So, an un-occupied home just sitting with no maintenance ... What good will that do? The jungle will just take it back and be destroyed over time unless the volcano stops flowing even then it will take a while for the lava to cool off and be paved over again. The problem will be access to your home. How long it would take to open up the roads back up depends on the volcano.
Think of a big albizia paradise by the time you get to see longs in pahoa again. Probably have to worry more about a forest fire than the lava itself.

Kilauea is heavily monitored, sparsely populated, and people living on her have adapted somewhat.
A great disaster waiting to happen is Hualalai in Kona. she will erupt in the future; Her flank is much steeper than Kilauea with highly concentrated development down slope. lava from the wrong spot on Hualalai has the potential of flowing fast and furious with little warning or planning from those living below.

Actually if the lava flows across 130, you are cut off: new lava is automagically "no trespassing" (even after it cools down), and County considers a helicopter landing pad "special use" -- the existing airport isn't available (unless the Feds decide to make it GA).
There will, however, be an awesome new $20M park...

eric, I'm not one to "attack" on Punatalk. I only mentioned the story of the houses on the Pacific coast of western US because my memory remembered those folk who were wanting the government to "bail them out". There was no evil maliciousness in my comments. Perhaps, I am not too good at articulating what I want to say. But in no way was I attacking your remark. Only expressed my opinion. If the flow moves so far away from the National Park that it cuts the highway between Pahoa and HPP the recent Kalapana flows will probably be cool enough to run a one lane road from lower Puna to VNP. It would be a long slow drive but not very expensive to put in across the lava.

A lot was discussed several years ago when the thanksgiving eve breakout was headed toward 130.and i think one of the most useful ideas that the state never did anything about, was passing legislation that would deal with liability issues of lava diversion.so that it could be an option to protect critical infrastructure

If one lives in a flood zone, they should remain prepared for a flood, when one lives on the side of a volcano, one should be prepared for lava or worse. Why and how does it become the govt.'s responsibility to bail us out? They didn't make us live there, that was our choice and we did so voluntarily.
Sure, they need to reopen roads asap, etc. rescue ones trapped somehow, but not to bail us out financially. That is why they sell insurance. Speaking of which, what kind of rates can one expect on a 100k house in zone 1, zone 2?
