Exactly: by centralizing development into a "Village Center", we can both centralize the petty politicking while also using the VC as an argument against development anywhere else.

Long-term, either everything will have to gentrify enough to pay for the infrastructure upgrades (water, sewer, roads, a real power grid, etc), or it will all be under a lava flow.

Anyway, it's great that Pahoa is getting developed. Great for lower Puna. Unfortunately, all on the wrong side of the roundabout from here, so I'll never get to see it unless I charter a helicopter or something.

All these "business" ideas are great, but they also must take place where "correctly" zoned, and the entire inventory of commercial real estate in lower Puna is ... in the path of the lava.

Hopefully these restrictions will be relaxed for the isolated section of Puna if/when one is created -- then we can finally validate the PCDP assertion that "non-concentrated growth" will automatically create "unlivable sprawl".

Exactly a little "sprawl" would make for better infrastructure and not relying on one area. Make sense to be a little decentralized especially as lava is not a predictable entity.

I made similar suggestions elsewhere in these forums; the problem seems to be that

"Everyone wants convenience (corner store, bypass road) but nobody wants to live next to it."

Ultimately the failure is: the developers who subdivided Puna didn't use any "planning" -- leaving buffer zones and room for growth would have resulted in fewer lots, cutting into their profit margin. If only "the public" had followed the original plan wherein nobody was actually supposed to live here...
