I saw a headline that said the feds has made industrial hemp legal.
1) How is industrial hemp different from regular hemp?
2) Cant find substantiating info although can find hemp referred to in HR 525
Any one got any info?

I think the distinction is from male marijuana which technically is hemp but is not industrial hemp.
Industrial hemp is a strain that was bred to be hearty and seed bearing rather than for it's high concentration of cannabinoids. In other words, industrial hemp is not a nice smoking product but has strong fibrous stalks and branches and the females have tons of seeds for reproduction and as a food source.

I'm assuming (since you provided no link) that the legislation includes some clever legal phrases that allow the production of "industrial hemp" to only be legally undertaken by gigantic corporations that can produce en masse and establish a firm control of the market before 'grassroots' campaigns can wage a battle to allow hemp also to be grown in anybodys backyard / small scale production. By which time the entire industry will be under controls of regulations, permits, and subsidies - immune to manipulation by free enterprise.

Not legal for the individual citizen but allowed by the federal government. It is part of the farm bill heading to Obama's desk for signature.

Hawaii is not one of the states. Interestingly, the DEA allowed Hawaii to grow industrial hemp for research purposes in the 90's and Hawaii let it fade away and expire for some reason.

Hemp & Industrial Hemp are the same thing folk! Hemp & Cannabis are more like cousins.
