He talked of no programs - just good government, whatever that may mean. In the past he raised the spending from 175m to 403m while increasing employment dramatically. No money for that now so my guess is nothing coming from the administration.

The Hawaii county Finance office is very transparent, no need to guess or conspire.
For the 2016-2017 budget, there is $378 million in revenue, $355 million expenditures and about $20 million in investments. The hiring is well within attrition requirements, the county is getting older with an increasing younger population. The transparency of the Hawaii county finance office is very impressive with their level of transparency. Ed (aka pahoated) He has a validated and proven history of increasing government employee levels by a large amount. I would take the bet he will do it again.

I think I heard somewhere that there are 200 less employees on the payroll now than there were when Billy took over for Kim 8 years ago, but I couldn't confirm that with a quick online search. Anyone else know the "true facts"?

The most recent balanced budget for 2016-2017 is the last Kenoi budget, so it will be a reference marker for next year's, to see if it goes up or down or changes radically, which would show Kim's management.
The number of county employees in 2003 (Kim's first term) was 2,300. http://www.city-data.com/us-cities/The-W...nment.html In 2010, it was 2,745.
