County will assess a value for your unpermitted shack when you file for the homeowners' tax exemption. In most cases, the exemption will be greater than the value of the shack.

You can get an electrical permit for an ag purpose (such as drilling a well) which does not involve a building permit. That said, the SSPP fees are often more than the cost of a small PV system, and the minimum HELCO bill (as in, for zero usage) is around $70/month if you're anything other than a "residential" user with a finaled building.

The biggest longer-term problem is that County will require you to remove all your unpermitted everything before they final your "legal" project. This is where it's handy to have side-by-side lots; one can stay unpermitted without affecting the "real" house.

Bought a house in 2002. Permit applied for in 1989 but never finalized. I contacted the County. They said well it may have been signed off but their records are incomplete that far back, that's about when electricity was hooked up in my part of OCE. Then there was a two story extension add on in 1998. It was both permitted and finalized. Odd that they would allow that without a signoff on the original but they did. Have HELCO final hookup. This is crazy and a bit nervewraking. Paid cash so don't know what would happen if I tried to sell and the buyer wants a mortgage.

Older versions of the Code provided some amnesty for unfinaled construction.

Section 25-4-1: Existing buildings.
Any building upon which construction was lawfully begun prior to December 7, 1996,
or any subsequent amendments to this chapter may be completed and thereafter
shall be considered an existing building at the time of the effective date of this chapter
(December 7, 1996) or amendment.

Kalakoa: Mahalo Nui Loa and appreciation for the amnesty info. 25-4-1 I now have a reference should I ever decide to sell which would be if I get too feeble (I'm 72) to work in my awesome gardens.

Then it would seem logical if they are taxing the structure with tax money then they are OK with the property. I can smell a class action get your permit here lawsuit coming on.
