Kapohocat - your original question/suggestion also implied shutting down the highway. I don't think that's an option here. 405 in CA is one thing, maybe there are alternative routes there, but 130 is realistically the only way in and out of Puna, and not every one works or travels regular hours, or, god forbid, needs to get medical help in Hilo.
The commute tonight was again wonderful, no back up at all because no work crews were screwing up the Puna-bound traffic. Either something has got through to the planners or Thursday and Friday were planned as leave-early days. It'll become clearer next week I think.

Could these temporary delays be caused by a driver doing the 35 mph speed limit and backing up all the traffic. Normal speeds for the construction zone has been 50 +/- mph which causes far less conjestion and back ups.

I think its more like heavy equiptment working in one spot or guys laying asphalt 2 feet away. just one location can cause the bottle neck. cant wait until the major asphalt laying starts, heaven help us!

I have changed my opinion on the PMAR, it needs to happen. A little less destructive than the original plan would be nice but it's got to happen.

Problem with any development is that space was not reserved.
Example: if the PMAR has to go through any subdivision, residents of that subdivision will oppose it, because they don't want traffic "through".

Do remember they have 3 lanes to work with... Can't they possibly close down one lane they are paving and open up the other two lane? That could be a solution?

It was in the paper with the reasons. The contractor worked into the evening rush hour and they are going to be fined.

This also works in Honolulu: Go in the opposite direction of rush hour traffic. Used to head out on H1 in the morning, wide open out of Honolulu, lanes going into Honolulu are a parking lot. In the evening, head back to Waikiki, wide open, lanes heading out of Honolulu are jammed.
Around here, the rush hour in the morning is headed into Hilo, from about 7am to 10am. After 10, the road into town is usually wide open (barring accidents). From 12 to 1, the construction is on lunch but there is more general lunch hour traffic. From about 1pm to 3pm, both sides are usually open but the slow down is building at the Kea'au merge into Puna. From 4pm to 7pm, forget about getting back to Puna. I usually mess around town or go shopping. After 7pm, the Kea'au backup is usually totally gone. Works if you can set your own hours plus not be in a rush to get anywhere.

Friday morning got unexpected call to get into Hilo.
Left at just about 9 AM was at Home Depot at 9:48.... not bad considering I was doing speed limit or close to it all the way. (Note: got tix in November in construction zone so I apologize but I will be doing the speed limit. Judge doesn't care if it causes back-ups. I tried that excuse.)
