According to the Trib an FBI forensic accountant will be looking into Billy's private family finances. The judge has so ruled.

Hmmmm.

Assume the best and ask questions.

The way I read it is that the investigation has been done, and the prosecutors are simply asking the court's permission to allow the FBI to testify and explain the finances during the trial. I don't think they're actually asking for permission to carry out an investigation. Not a legal expert, so might be wrong.

Now it turns out Kenoi sold a bunch of land without reporting the sales, and by some amazing coincidence this happened right during the pCard trouble.

Kenoi told the Tribune-Herald in May 2009 the purpose of subdividing the lots wasn’t “development” but to provide for his family’s future and education. He reportedly said one lot would go to each of his children,

This "justification" tends to appear whenever a variance is being sought, usually accompanied by "how will they afford to live here otherwise".
