I grew up in a rural family community in middle America so far away and removed from gangs that they were something that only existed to us in the movies- and there were shoes hanging from our electrical wires.

In the schools my daughters graduated from some kids put their sneakers on the wires when they graduated from Middle School or High School, particularly if you barely squeaked through.

tennis shoes over the electrical wire is a gang thing??? lol... then I was in a gang 40 years ago when I was 7, as thats what we all did on the last day of school on Oahu... we no like for forced for wear shoes in class/school... summer is slippa time Wink
PS we also threw 'klackers/kerknockers' over the wire too, but dont know why for... but I guess to see if we could...

as for that gang MS13, its a US based El Salvadorian gang that is strong mainly in larger cities, in SoCal especially... very well known now but been around for a while...

The exact meaning varies with local dialects; in some places, it means "crack for sale here".

MS13 are pretty bad boys to mess with. Imagine a swarm of LFA and Coqui times 10, and maybe you come close to what happens if they take hold. Famous for trafficking and manufacture of Meth and other drugs, use kids as "moles", as easy to control and they are easy to please.
Initiation a lot of times is the "assignment" of casing a house, then do a one minute, as that's as long as it takes an alarm to trip, "break and take" of something expensive and easily fencible. They designate "turf" by hanging shoes on wires, "tagging" everywhere as well. Immediately wipe off or spray paint over their tag, letting them know this is no tolerated and not their "turf" The Police Chief knows he is overpowered if they are established, and will need the Military if they do get established. Don't let them get established in your neighborhood!

MS13, and some Mexican drug cartels, are in business with Hamas and Hezbollah. Their arrival on the Big Island would not be a good thing, and I really doubt that they would advertise their presence by throwing shoes up on a wire, considering that their normal method of non-verbal communication is to leave severed heads or dismembered corpses out.
