I am one of a few early pioneers that helped get our FA association /Road Maintenance fees structured and legal. Our subdivision was the first to implement a mandatory road fee back in the 80's, through the courts. Presently, other subdivisions are still struggling to do so some 30 years later.

In order to accomplish what Ms. Pueo states, she would have had to be a Board Member or at best a member of the Road Maintenance Committee. And if she did help - how did she help. There is no record of her being a board member, a member of the road committee or any mention of her voluntary contributions to these ends during that period. Even at that, her claims are moot because according to established and verifiable records all of what she claims was accomplished in the 60's when she was not yet a property owner in Fern Acres.

The bottom line is - questions have been raised regarding the political ethics of this candidate and she needs to step forward and clear the air before the primary election.

Frederick says, "she needs to step forward and clear the air before the primary election," after posting an obscure and incomprehensible attack on a first time candidate, based on his 'implied' interpretation of something. The story is not campaign ethics as you claim, it's an unrelated petty squabble.
Let's see... Frederick, someone said you still hear alien voices in your head, and you are carrying out their extra-terrestial agenda. Now please step forward and defend yourself, or we will assume the worst. See how much fun this game is?

According to the history referenced by the OP, the organization created in 1963 was a California non-profit. It was disbanded in 1967 and a Hawaii non-profit was created then called "Hawaiian Fern Acres Association of Hawaii." (Odd name, eh?) So then that organization fought with the county, partnered with a similar group in Hawaiian Acres and begged residents to give the odd dollar here and there. At some point, it may well be that the group with the odd name changed their name to FACA, but the document does not say so explicitly. But even if FACA is just a renamed version of that original 1967 non-profit, in the 1980s it would have been accurate to say that no group existed that had authority to collect and disburse mandatory road fees, because FACA was at that time asking the court for just exactly that authority. In fact, FACA was denied this authority on December 12, 1985. So at that point, FACA was just a group of well-intentioned residents who were not recognized as the authority of anything in Fern Acres. If they had a Road Committee, it was a phantom with no duties or legal standing. It is certainly conceiveable that a resident who worked with the board, volunteered her time, traveled to Oahu, spoke before the county, and/or whatever else Fran did could sincerely believe that she helped her community organization "get structured and legal." Not much of an ethical smoking gun here, if you ask me.
