I don't believe the ruling is so broad based it would allow anyone to sue anyone. It seems to be limited to P.U.C. Decisions:

Environmental costs are often ignored and "socialized" to make a buck at others' expense. Maybe this is a good thing. If only our legal system was more efficient and affordable...

Perennial complainer Carroll Cox will likely be one of the first to sue.
I recall one of his more heated diatribes on the pollution caused off Waikiki because the public works dept. failed to remove a pile of leaves it had gathered up in a Kapiolani Park parking lot. They let the pile sit for a few weeks. It had apparently had oil and other vehicle residue from the parking lot. Cox said that had it rained the runoff might have washed pollutants from the pile into the ocean.
Right. And that same rain would have washed more residual oil from the parking lot pavement into the ocean. It's called nonpoint source pollution. Extraordinarily difficult thing to control. From the way Cox carried on one would think the county had dumped barrels of oil into the ocean.
Cox is a darling of the media, on TV nearly every week with another complaint. Most are much exaggerated.

the county has "relied on the representations" of project engineers that the scope and location of the work performed under the permit doesn't meet any of the triggers requiring an environmental review, so neither an EIS nor EA have been done.
Ironic, considering how often a "required" EIS/EA is used to slow down projects that County doesn't support.
