I'm not sure this would apply, Fern Forest is in no way threatened by this lava flow. Does anyone know if that decree applies to all of Hawaii County or just Puna, or just the areas impacted by the lava?

Sad to say but these types of home invasion style robberies were already increasing prior to the lava flow.
This was horrible. I agree it was already on the rise before.
The emergency proclamation is for "Puna district," says in the KITV link, so I'm guessing it does apply. Prosecutor's office still has discretion in pleading it though, I would think, and might treat areas not under lava or evacuation threat more like normal time crimes ... or not. This was heinous so I hope they catch them and throw every bit of the law at them that they can.

Hate to say it, but given the capacity of our police force, having a gun at home and know how to use it well, may be a good option.
On the other hand, given all the home invasions in HPP and the squatters, perhaps gating the community would make more sense.

I have notice a lot of slow or stop and look by cars in my area I don't now if they casing out places I have two big dogs that bark loud and clear when cars do this and the cars leave pretty fast. even with dogs and locked gate I don't like to leave house empty.

My neighbor's home was occupied by squatters when she was sent to a nursing home. A beautiful large home on 2 manicured acres...It took forever to get them out. There are some folk in HPP who are helping people occupy homes they know they are empty, I know that because I met one of the them...a fairly respectable community member I may add. I remember putting a lock on the gates when I realized what was happening, they went ahead and cut the lock and moved in. They started mowing the yard and acted like they knew the owner and blah, blah,. When they were finally confronted by the police they produced a lame lease agreement for $ 400 a month. Well, it did not fly because we were able to get the owner on the phone. They did not go quietly, let me tell you that. There is another one who is notorious living in a corner lot right in front of the HPP office.
I have seen these young guys walking around with dogs in the am. It looks like they are walking the dogs, but I caught one of them going up all the dead end roads on Maku'u. One afternoon I saw him on my road, putting his hand on my neighbor's paper box, and when I confronted him he told me a story that he lived up the road. yeap right! He left running and I called the cops. Guess how long it took for the cops to come by? And then they did not even take a description!

Back to the question of the emergency law, a Nixle went out today saying an Orchidland burglar who was caught was charged today with the augmented crime level, and Orchidland is not in the path either, so it sounds like anywhere in Puna will fall under the proclamation.
The Mayor is welcome to expand that ... My neighborhood experienced an unprecedented run of burglaries (daytime) starting the day after Iselle hit ... almost every place on my street.
