Oh, that's no problem -- we can just have another bond issue to make up the difference.

Meanwhile, consider those who pay gas tax to run their "off grid" generator, while paying more gas tax to go get the gas. Like a tax on the tax. Just don't complain too loudly, never know what the Building folks might discover if they audit your shack for "structural integrity compliance" or whatever they're calling it now...

The average would also include $25 "lava exemption" lots as well as Shipman (and others') thousands of "ag exempt" acres.

Last time I was in Kona I saw a lovely new connector road, paved in concrete, which happens to create commercial frontage by running through some vacant lands. Anything like this going on in Hilo?
