Meanwhile, consider those who pay gas tax to run their "off grid" generator, while paying more gas tax to go get the gas. Like a tax on the tax. The average would also include $25 "lava exemption" lots as well as Shipman (and others') thousands of "ag exempt" acres.

Last time I was in Kona I saw a lovely new connector road, paved in concrete, which happens to create commercial frontage by running through some vacant lands. Anything like this going on in Hilo?
