The county official charged with ensuring building permit laws are followed didn't get building, plumbing or electrical permits for a solar water and photovoltaic system on his own property until 23 years after the fact.

Public Works Director David Yamamoto, the former Building Division chief until his appointment to head the department in January, referred questions to whether Erickson was sanctioned or otherwise disciplined to Neal Tanaka, acting division chief.

Tanaka said he couldn't comment on an ongoing investigation, while declining to verify there was one.

I m curious as to whether Erickson's permits were "finaled" 23 years later or had to be newly submitted and the systems inspected per current code.

We'll likely never find out.
Assume the best and ask questions.

Too many permitting requirements already for every damn thing. Next you'll have to get a permit to put up a dog house in your yard.

Appendix X only applies as an accessory use to a permitted structure; the hale is not permitted any electricity or running water, nor may it be used for cooking or sleeping.

Basically, you can buld a (legal, permitted) museum piece.
