Was told by the State and County that they will not take those properties as they do not constitute any value (short or long term) to the taxpayers and that liability issues are also a factor. Example given was if someone was hiking and tripped and fell, sued, etc.

Is there any historical data on how developed lots in Royal Gardens were assessed when they became cut off, but not damaged?
There is historical assessment info on the TMK cards going back 10+ years - anyone know an address / TMK for a developed lot that was undamaged at that time?

Which is exactly why tort reform is needed. Keep voting in those liberal democrats and we will continue to see absurd lawsuits.

We own 2 lots in Royal Gardens .Each lot is unmarketable .We do not intend on selling though .We pay the minimum of $25.00 per year on each lot.
We do not grumble,we are most happy to pay the county this fee or tax.We would grumble though if they,the county,raised the fee / tax to $100.00 per year.
Our lots in Hawaiian Acres all have different valuations and we pay accordingly .
Our 40+ acre parcel in Glenwood is our primary residence and we have home owners senior citizen exemption and disability exemption and pay $ 25.00 per year .
We had a 5 acre parcel in Western Washington State on an island and was mostly a swampy un-buildable property and the yearly tax was over $ 4000.00 per year.
We sold that 5 acre parcel 2 years ago and are happy we did.We understand that the tax on that lot is now $6000.00 and climbing.
In many places around the nation,the land and home taxes are far more than here.
We are lucky to live here and it is a very small price to pay for the luxury of living here.If a person or persons is unhappy about the tax or fee one has to pay to live here,we suggest you move somewhere more affordable to your budget.

Can't complain about prop tax here. I sold my TX property 6 years ago. The yearly tax was 5K for a 15oo sq ft house on a 10,000 sq ft lot. I felt like I didn't own my property but Nueces county did and I was just renting it from them. Outrageous.
One Thing I can always be sure of is that things will never go as expected.

Property Taxes in Washington are high because they don't collect income Tax so they rely on property tax and sales taxes.
Hawaii has an income tax, sales tax and property tax.
IMO there should be only one allowable form of taxation. Sales tax both federal and State but nothing else. Sales taxes on properties should be limited to the gains value only. No sales taxes on unprepared foods.

I see lots in Royal Gardens auctioned on eBay by unscrupulous sellers who don't always disclose the conditions of the lots.

Wealthy people are against a sales tax on consumption only, not because they buy more stuff... but because they are deeply compassionate human beings who understand that poor people spend a much larger percentage of their income on essential items, and therefore a consumption tax is inequitable. Boo hoo.
So, Wao nahele kane, I would add a couple more items to your unprepared food exemption, like medical, and even low cost clothing. Everything is computerized now, so it shouldn't be too difficult to program in an exemption for pants and shirts that cost under $20 for instance. If you can afford $150 Levi's you can afford to pay tax on them.

It's not the taxes/fees -- I just wish "they" made better use of the monies collected, or at least made those expenditures transparently so that "we the people" could understand where it's going. I, for one, would rather pay a little more than have County incur multi-million dollar bond debts on my behalf.
No sales taxes on unprepared foods.
Even California's expensive tax structure gets this one right; the Hawaii workaround of "getting it back as an exemption at tax time" is great for those who can afford it -- which, by definition, aren't those who actually qualify for the exemption.
