If you see something that looks sort of like spider's web or other type of silk fiber. And yes, they do spread. I don't know how they do it, but they even get into unopened jars.

All things dry in jars,bottles,cans in the sub tropics and tropics have these issues,even the weevils in boxed pasta or rice are a constant.
It is Puna,it happens the world over in the sub tropics and tropics,even in the moist climates over on mainland it happens.
Just a part of life,freeze dried coffee same same,dry mustards same same,bugs and moisture and vice versa,same same,microscopic bugs that make webs to travel from one spice to another .
Just buy enough for a particular meal and you are good,OR keep your spices in the freezer and all is good.

Well it's not pantry moth larvae (internet says these are1/2" long) as these are tiny little specks that look just like the powdered mustard and are moving slowly (just noticed that - eye sight is not so good). Thanks for all your thoughts!

told you it was aliens. They cover themselves with mustard as camouflage.
Or maybe ants? But wouldn't expect them to like mustard!
Either way, freezer will stop them.
