OK, but if in a slightly different scenario, in which an equally or even better qualified applicant, rather than Bobby Jean, had applied, who also didn't meet the published requirements, but didn't have her preexisting "connections", would the requirements have been waived? (did that sentence run on long enough?)

It's happening again (still).

The complaint ... maintains that Office of Aging Director Kimo Alameda doesn't have the two years supervisory experience required in the job description.

This position pays over $100K/year and apparently doesn't require actual "qualifications".

I'm definitely getting me one of these County jobs....

I don't actually have a problem with giving a local (using that term in the broadest sense), raised in the community, a few extra points in a hiring process, much like veterans get in some civil service situations. However, they should first meet the published requirements for the job.

All transplants are one ailing relative away from having to return to the mainland.

That's equally true on the mainland, for example, "all West Coast transplants are one ailing relative away from having to return to the East Coast."

Yet "local" doesn't seem to be as large a factor in the hiring process there as here.

I'm leaning towards the simple truth is if the county hired someone who was actually competent they would too easily expose the incompetency of the rest of the system. They have to keep the status quo or the whole house of cards would collapse. It's a beautiful construct really they somehow managed to get all these mainlanders to move here with their money and support them with ludicrously high salaries while they are obligated to do virtually nothing. Face it someone knew what they were doing well enough to improvise a long con that many could benefit from without having to put forth any effort whatsoever in order to maintain the con - government at its best and most simple.

I applaud the county workers ability to do absolutely nothing and still be rewarded lavishly.

More of the "us vs them" mentality that so polarizes you guys from most of the residents here. It has become the prevalent theme amongst several persistent posters here; to the detriment of this once more positive forum.

I've never been the person to say "If you don't like it here, leave", but damn, I do wonder why someone would reside in a place while being so completely miserable. Have you been in the ocean, lately?
